Japan gets a $3.5 billion slice of the ANT offering

A Japanese filing shows Anthropic plans to sell up to about $3.5 billion of new shares to investors in Japan as part of its US listing, the largest international tranche disclosed so far. Claude's top plans got new names, and the $200 tier drops its five-hour limit for verified accounts. CNN looked at the new usage-policy line that bans sustained cruelty toward Claude, which takes effect November 12.

The brief

  1. 01A filing published Monday shows Anthropic plans to sell up to ¥552.9 billion (about $3.5 billion) of new shares in Japan as part of the US IPO, Reuters reports. It gives no total deal size or valuation.
  2. 02Claude Max 5x is now Max ($100) and Max 20x is now Ultra ($200). Verified Ultra accounts no longer have a five-hour limit, and weekly limits are unchanged.
  3. 03Anthropic told CNN that ending a conversation is still the main penalty under the new rule against 'sustained and needless' abuse of Claude, and that frustration, blunt feedback and research are not targeted.

Anthropic plans to sell up to $3.5 billion of shares to investors in Japan

A Japanese filing puts a ceiling on the tranche but gives no overall deal size, price range or valuation.

Anthropic will sell up to ¥552.9 billion, about $3.5 billion, of new shares to investors in Japan as part of its US listing, according to a filing published Monday and reported by Reuters. The filing says money from the Japanese shares will go toward working capital, operating expenses and capital spending. It does not give the total size of the IPO or a valuation. Reuters has previously reported that some investors have discussed a valuation of about $1.5 trillion.

The S-1 filed October 26 already listed Japan among the countries where the shares will be publicly offered, along with Australia, Canada, Switzerland, the UK and parts of the European Economic Area. The Japanese figure is a ceiling, not a final allocation, and it joins last week's reports of a UK retail tranche through RetailBook. The price range still has not been filed.

Claude's $200 plan is now Ultra, and verified accounts lose the five-hour limit

Prices and weekly allowances are unchanged, and the cheaper Max plan keeps its rolling window.

Anthropic renamed its two top consumer plans on Friday: Max 5x is now simply Max at $100 a month, and Max 20x is now Ultra at $200. Current subscribers do not need to do anything. The company is also removing the rolling five-hour usage limit from Ultra in stages, starting with most existing subscribers. Newer accounts keep a temporary limit until they are verified, which Anthropic says helps prevent fraud and abuse, and they will get an email when the limit is lifted.

Weekly limits do not change, so Ultra users get no more total usage, just the freedom to spend their weekly allowance whenever they like. Anthropic's Help Center says Ultra includes 10 times Pro's usage each week. Anthropic says it dropped the '20x' name because it referred to the five-hour window that is going away.

Why Anthropic now bans 'sustained and needless' cruelty toward Claude

The rule takes effect November 12. Anthropic says ending the chat stays the main response, with bans only in extreme cases.

Anthropic's updated usage policy, which takes effect November 12, adds a line telling users not to 'engage in sustained and needless abusive or cruel behavior' toward its models. CNN reports that in extreme cases this could lead to a permanent ban. Claude has been able to end persistently abusive conversations since last year. A spokesperson told CNN that ending the conversation will remain the main enforcement tool, and that the rule does not cover people venting frustration, giving blunt feedback, or doing testing and research.

The rule drew mockery online, including a melting-face emoji from Microsoft AI chief Mustafa Suleyman. Researchers CNN spoke with gave more practical reasons: abusive prompts often go along with attempts to get around safety guardrails, and models can pick up patterns from how they are treated. Anthropic describes the ban as cheap insurance in case its models can experience something like distress. It declined CNN's interview requests.
